The Path Forward in New York State

State zoning reform has the potential to help address some of the most pressing issues in our housing system, potentially improving affordability, reducing segregation, increasing our economic competitiveness and minimizing greenhouse gas emissions. But crafting a legislative solution is no simple task, both in terms of policy and politics. This panel will discuss the prospects for reform at the state level, examining which policy tools are the right fit for New York State and how to balance the many competing interests involved in land use reform.

Panelists will include:

  • Carolyn Grossman Meagher, Director of Regional Planning, New York City Department of City Planning
  • Brian Kavanagh, Senator, New York State Senate
