New Deal Policy and the Racialization of Homeownership

A growing body of literature has documented the long-term consequences of federal housing policies during the New Deal--most notably the Home Owners Loan Corporation (HOLC)--on a wide variety of outcomes. HOLC's infamous redlining practices (i.e., the marking of disadvantaged neighborhoods as "high risk" for mortgage lending) set into motion decades of segregated federal and private investment, funneling resources away from urban communities of color and towards White, suburban communities. This project explores the impact HOLC had on homeownership inequality. Dr. Faber shows that racial gaps in homeownership and home value widened significantly more in places appraised by HOLC. Read more in Dr. Faber's paper.

About the Presenter: Jacob William Faber is an Associate Professor at New York University's Robert F. Wagner School of Public Service and holds a joint appointment in NYU's Sociology Department. His research and teaching focuses on spatial inequality. He leverages observational and experimental methods to study the mechanisms responsible for sorting individuals across space and how the distribution of people by race and class interacts with political, social, and ecological systems to create and sustain economic disparities. While there is a rich literature exploring the geography of opportunity, there remain many unsettled questions about the causes of segregation and its effects on the residents of urban ghettos, wealthy suburbs, and the diverse set of places in between.
