In December 2023, New York City policymakers approved a law to ensure equitable participation of every neighborhood in addressing the city’s housing crisis, by giving the Department of Housing Preservation and Development the authority to set community district-level housing production targets and perform an assessment of unique housing needs. 

The "Fair Housing Framework,” spearheaded by by New York City Council Speaker Adrienne Adams, and signed into law by Mayor Eric Adams, aims to be a critical tool in the city’s continued efforts to combat the housing and affordability crisis, as well as to address systemic inequities in housing production. The framework builds on recent efforts to promote fair housing practices in New York as well as the Adams administration’s "City of Yes for Housing Opportunity" proposal. The mayor’s plan, a series of pro-housing reforms released in September 2023, lays out tailored policies to support more housing from the highest-density to lowest-density areas.

We invite you to our Policy Breakfast on February 7. We’ll discuss the city’s housing reform agenda and how it plans to reach the city’s fair housing goals and housing production targets for each community district. We’ll also discuss the challenges and strategies for addressing systemic inequities in housing production.
