Walker of the Ohio State University, Moritz School of Law on the future of qualified immunity in the United States. Clarke Neily, Vice President for criminal justice at the Cato Institute, argues for the ultimate elimination of qualified immunity while Prof. Walker takes the position that qualified immunity should be retained in at least some form.
