Do Androids Dream of Electricity? Understanding the Requirements for an Innovation Economy

Even with the rise of China, the 21st century will still be dominated by America's innovation economy -- if we can keep it. It is increasingly clear that AI will be a central driver of innovation in the century ahead, and the country best able to deliver AI-driven innovation will have the competitive edge. But AI faces major constraints:  Concerns about ethics and safety could be well-founded, or could lead to disastrous over-regulation. The economy of advanced chip design and manufacturing, with its complex global supply chains and crucial base in Taiwan, is increasingly threatened by tension in the U.S.-China relationship. And lurking in the backdrop, little-noticed but crucial, is that AI will exponentially increase the electricity requirements of cloud service providers, from Microsoft, Meta, and Google on down. With a "disorderly transition" to clean energy underway in the U.S. and across the industrialized world, can electricity remain affordable and reliable enough to keep America innovating?
